The Pobeda organizing committee and its consequences

Abstract
The 60th anniversary of victory in the war is a challenge which is being met by the bureaucracy. In 2000 President Putin issued a decree setting up the Pobeda (Victory) organizing committee. The makeup of the committee, its work, and the results reflect the reality that has come into being in Russia during recent years. In some of the conflicts that have arisen and decisions taken one can sense the spirit of the Supreme Political Department of the Red Army.
