Abstract

Russia recognises 40 peoples of the far north as indigenous. The state grants them special protection. Nonetheless, these peoples remain supplicants. Oil and gas production, mining, and dam projects still have devastating repercussions on their habitat. They will only be able to defend themselves against large industrial concerns if Russia recognises the collective rights formulated in international declarations.
