Sanctions and "patriotic" about-face
Russia’s Industrial and Investment policy

Abstract

The Western sanctions against Russia after its annexation of the Crimea and the war in Donbass have had a noticeable effect on Russia’s economy. But they have not led to a about-face in foreign policy, rather to a strengthening of nationalism and anti-Western attitudes. This even affects Russia’s economic policy. It is distancing itself increasingly from the liberal paradigm in favour of economic nationalism. This is seen in an analysis of the National Welfare Fund, the initiative to promote “deofshorizatsiia”, a capital amnesty, and other industrial policy measures.
