Abstract

Russia’s foreign and security policy scientific community is rooted in the Soviet Union. At that time, most experts worked in the state bureaucracy or at institutions belonging to the Academy of Sciences. Today, the Academy is no longer as important as it used to be, while universities are playing a great-er role and new think tanks have been created. However, the transfer of ex-pertise to operative politics is limited since specialists are subject to control by the state authorities.
