Abstract
The conclusion of peace between Russia and Ukraine is an important goal. But experience shows that concessions to Russia do not secure lasting peace in the post-Soviet space. Western indulgence and Ukrainian weakness send the wrong signals. Concessions to Moscow from Kiev will not lead to a solution of the basic conflict and could destabilize Ukraine.
