Russia’s State Duma within an Autocratic State

Abstract
De jure, the State Duma has the constitutional prerequisites of a democratic parliament. De facto, the State Duma ekes out a shadowy existence in the power structure of the Russian state. It forms an important component part of the “vertical of power”, which helps President Putin secure his authoritarian regime. As an efficient legislative machine, the Duma creates the legal basis for bureaucratic presidential rule.
