Abstract
Ukrainian universities are underfunded and internationally uncompetitive. Russia’s large-scale offensive has exacerbated these problems. Student numbers have plummeted. Hundreds of thousands of young people live abroad. The war has also led to restrictions on academic freedom and freedom of expression. International exchange has been reduced. There is a tendency toward (self-) censorship in debates on sensitive topics. At the same time, politicians and institutes of higher learning are striving to internationalize and improve research and teaching by means of legislation, reforms, and participation in EU programs.
