Abstract
Public administration in Ukraine continues to function despite the war. The municipalities, known as hromada, had been given more powers before the war began. Today, local authorities have to solve problems such as providing supplies and integrating internally displaced persons. To this end, they involve volunteers and those affected and draw on the resources of local businesses and the expertise of civil society. Together, they develop humanitarian projects and build social infrastructure. Acute crisis management gives rise to social resilience.
